The spider in this video has built a web between the phone and cable aerial delivery. A small pebble is hanging from the web which acts as a third anchor point. As a point of reference, to the right of the umbrella, the pebble is hanging. The second camera angle shows the web absorbing the wind with the pebble dangling to hold the web. I assume the angle obtained is the optimum angle for catching insects.
